Laws, by-laws : state publication, 1861-1890.

This series contains acts of the legislature and by-laws for the erection, organization, and government of the hospital. Included are the creating act and later laws relating to the hospital. The by-laws, rules, and regulations discuss the organization of the Board of Trustees, the duties of officers and employees, admission and discharge procedures, articles which may be sent to patients, transfers of patients, patient activities, "maxims" for dealing with patients, special care of violent, helpless, or destructive patients, standards of conduct for all employees, etc. Peter Bryce wrote and compiled the 1890 report. Laws and by-laws may also be found in bound volumes of the annual reports.

Peter Bryce (1834-92) was a pioneering figure in the field of mental health. Practicing in the post–Civil War era, he championed more humane therapeutic treatments for the mentally ill. He held important offices in both state and national organizations relating to the health professions and was the first superintendent of the state mental hospital that now bears his name.
